Last week's article on Capitol protest citations ("DOJ Dismisses Tickets for Holding Signs," 12/14/2012) reported on the following restriction by the current Wisconsin Department of Administration, justifying the ticketing of over 100 protesters at the Capitol: "The Department of Administration has the authority to impose reasonable time, place and manner restrictions on activities within the Capitol as long as they are content neutral."

Since Gov. Walker's ban on signage came after the 2011 protests, at which 99% of the signs expressed displeasure with his administration, the current rule to ban signs seems critically aimed, rather than content neutral to me.
