They may also have a permanent interest in receiving favorable treatment from the state government, or their principals may have an interest in promoting a political ideology. The reason to give away their services is because a conspicuously large legal budget would embarrass the Governor.
Why do we read every other week that some governor or other official has to reimburse a friend for some gift or other?
