Put birth certificates online and make them accessible to the DMV?
Have the state subsidize getting copies of the documents needed to get a state id?

That means instead of implementing a whole-state-scaled solution that would help everybody in one swell foop, we want each individual person to drive in their own car to the location of their birth, pay for a certified copy of their birth certificate, drive back, drive to the DMV office at some hour when it's open, stand in line, and present the b.c. to the staff person one by one. Never mind the DMV is hopelessly underfunded these days -- just make sure you get there before the doors open and you'll be fine.
No fair using computers, networking, the Internet, electronic recordkeeping, cooperation among various governmental entities, or even telephones. Make sure those ants go marching one. by. one.
That's small government at work for you. If you can't see why it's better, you're not trying hard enough.
